Estrella Mountain Institutional Effectiveness Program

Background

In the fall of 1995, Estrella Mountain Community College began work to develop a way to document institutional effectiveness. A team was created for the purpose of developing and implementing a Plan for Institutional Effectiveness (PIE).

The Plan for Institutional Effectiveness is one of nine College-Wide Plans that are identified in Estrella Mountains Strategic Planning Model. The plan also represents one of three major assessment efforts in that model. The other formalized assessment efforts include the Student Academic Achievement Plan and Program Review.

EMCC Institutional Effectiveness Vision

Institutional Effectiveness efforts set standards for the successful achievement of the Colleges Mission and Goals resulting in an exemplary system of continuous improvement.

EMCC Institutional Effectiveness Guiding Principles;

The Institutional Effectiveness Effort will:

  • Be consistent with all Estrella Mountain Core Values
  • Be consistent with District Mission and Goals (formerly ENDs)
  • Be an integral part of the Estrella Mountain strategic planning process
  • Convert the College Mission and Goals into measurable outcomes
  • Establish internal and external benchmarks to measure the colleges progress over time
  • Provide feedback related to student needs
  • Function as a feasible, systematic, and campus-wide process for evaluation and measurement
  • Meet the requirements for public accountability
  • Rely on multiple measures
  • Have resources allocated for appropriate administration of the plan
  • Include participation from members of all employee groups
  • Serve as a cost effective continuous improvement tool
  • Provide relevant feedback for decision and policy making
